-625 error installing Linux OES server into the tree

Environment

Novell Open Enterprise Server 2 (Linux based)
Novell NetWare 6.5

Situation

Trying to install the first Novell Open Enterprise (Linux) server into a tree of NetWare 6.5 eDirectory 8.7.3.9 servers.
Getting a -625 error during install.
The NDSD.LOG file shows the following.

A packet trace of the install shows communication between the OES server and the NetWare servers and several connections until it reaches one point where a PING for NDS is not responded to by the receiving server.

Resolution

The NCP Packet Signature level was > 1. Setting the NCP Packet Signature level back to 1 and rebooting the server corrected the problem.
This is done can be done with Monitor, at the command prompt or with Novell Remote Manager.

NOTE: Packet Signature Level can be increased on the fly but CANNOT be decreased without a reboot. Remote Manager does not show that the change took effect, until you reboot the server. Remote Manager does NOT give any warnings on this fact, where Monitor will. YOU MUST REBOOT YOUR SERVER after setting the Packet Signature Level back to 1
