Resolution

Go to the properties of the NCP server object in question | NDS rights | trustees of this object and remove all of the workstations by using the "Delete Trustee" button and re-install.

Additional Information

The NCP server object has many workstation objects assigned as trustees of it, causing the -304 error message.
